DHA vs MOH vs DOH: which UAE nurse licence do you need?

· 7 min read

The UAE has three nurse licensing bodies. Which one issues your licence depends on the emirate you will work in. Compare DHA, MOHAP and DOH side by side.

Nurse desk — UAE licensing route: which regulator is yours?

Indian nurses looking at the Gulf often hit a wall of acronyms: DHA, MOHAP, DOH, HAAD, Prometric, DataFlow. They look like competing options, but they are not. The UAE has three health regulators, and the one that licenses you is decided by where you will work — not by which exam looks easier. This page explains the split, what each route expects, and where Indian nurses most often lose time.

The three UAE regulators at a glance

The official Unified Healthcare Professional Qualification Requirements (PQR) document, published by the Department of Health – Abu Dhabi and used across the UAE, states the rule plainly: licensing is handled "according to the geographical jurisdiction" by three authorities — the Ministry of Health (now MOHAP), the Department of Health – Abu Dhabi, and the Dubai Health Authority.

BodyFull nameJurisdictionPortal
DHADubai Health AuthorityEmirate of DubaiSheryaan portal on dha.gov.ae
DOHDepartment of Health – Abu Dhabi (formerly HAAD)Emirate of Abu Dhabidoh.gov.ae / tamm
MOHAPMinistry of Health and Prevention (federal)The other emirates — MOHAP's own service pages list representative offices for Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairahmohap.gov.ae

So a nurse joining a Dubai hospital needs a DHA registration. A nurse joining an Abu Dhabi facility needs a DOH licence. A nurse joining a facility in Sharjah, Ajman, UAQ, RAK or Fujairah goes through MOHAP. One nurse cannot "choose" a regulator in advance of knowing her employer's location.

What each route actually involves

DHA (Dubai)

Dubai's route runs through the Sheryaan portal. DHA describes the two-step structure itself: "A career in healthcare in Dubai starts with obtaining a registration then activating it into a license to practice." In other words, you first earn a registration (an eligibility confirmation for a specific category, title and specialty), and a licensed Dubai health facility then activates it into a practising licence. DHA's own registration guidance notes that registration is valid for one year, during which a health facility must activate it. Assessment includes a Computer Based Testing (CBT) examination for many specialties, conducted by DHA per its own CBT guideline document.

Practical takeaway for Indian nurses: the DHA registration normally comes before a signed job offer converts it into an active licence. Many candidates secure the registration first so employers can activate them quickly.

DOH (Abu Dhabi)

DOH is the regulator of the Abu Dhabi health system (it was previously known as HAAD, the Health Authority – Abu Dhabi). Applications are assessed against the Unified PQR, which DOH describes as the base for judging applicants' documents with emphasis on "educational standards, experience and licensure requirements". One point worth noting: the PQR includes an Exam Equivalency chapter — professionals who have completed certain international examinations or hold an active registration with certain regulatory bodies can be exempted from the licensure examination, once they meet the requirements of the applied title. Check the current PQR for whether your qualification and registration qualify.

MOHAP (federal / other emirates)

MOHAP's Medical Professions Licensing service covers health practitioners "in the northern emirates" per the Ministry's own e-licensing announcement. Its process has two recognised stages you can read on mohap.gov.ae:

  • Evaluation of Health Professional — you obtain an evaluation certificate after your documents are reviewed. Required documents include qualification certificates and academic records, experience certificates, a copy of your passport, and unprotected copies of any previous DataFlow reports. The service page states that documents "must be verified by an accepted third party agency (e.g. Dataflow)" and that you must pass the prescribed examinations where applicable. Published evaluation fees on that page include Nurses and midwives: AED 400 (Physicians and dentists: AED 500, Allied health: AED 300).
  • Licensing / re-licensing through the facility — the actual licence application is made by the employing medical facility. The service page lists, for private facilities, an application fee of AED 100 for all medical professionals and licence fees of AED 1,000 for nurses and technicians (AED 3,000 for doctors). It also sets conditions such as no unexplained gap in professional practice and a clean professional track record in the UAE.

Fees and rules change. Treat every figure above as "as published on the regulator's own page when we read it" and confirm the current amount on the official portal before you pay anyone.

The shortcut most nurses miss: transferring between regulators

MOHAP's evaluation page describes two official transfer paths worth knowing before you start from zero:

  • If you already hold a valid licence from DHA or DOH – Abu Dhabi, you can enter that licence number through the MOHAP portal to create your record, and your employing facility then submits the licensing request — MOHAP states this does not require a new application through the Evaluation System.
  • If you have a DHA evaluation and DataFlow report, you can transfer them to MOHAP; once the verification and fees are processed, MOHAP states the evaluation certificate can be issued without another examination.

So if your career later moves from Dubai to Sharjah (or the reverse), you do not necessarily repeat everything. Plan your first application around your first job location, and keep certified copies of every DataFlow report.

A checklist before you apply to any of the three

#CheckWhy it matters
1Confirm your employer's emirateIt decides your regulator: Dubai = DHA, Abu Dhabi = DOH, other emirates = MOHAP
2Read the current PQR for your titleEducation, experience and licence expectations are defined centrally
3Start primary source verification earlyDataFlow-style verification is a stated requirement; delays here stall everything
4Keep English test scores currentRegulators and the PQR set English requirements per title
5Track your practice-gap ruleBoth DOH and MOHAP publications set limits on gaps in clinical practice
6Never pay a third party for "guaranteed" licencesEvery step above is done through the official portal or your employer

Frequently asked questions

Is a DHA licence valid in Abu Dhabi?

No. Each regulator licenses you for its own jurisdiction. MOHAP publishes an official path for entering a valid DHA or DOH licence into its system, but the facility where you work determines which licence you need in the first place.

Which exam do Indian nurses take for the UAE?

It depends on the regulator: DHA conducts its own CBT assessment for many specialties, and MOHAP requires you to pass the examinations prescribed for your title. Read the current requirements for your specific nursing title on the relevant portal.

Can I apply for a UAE licence without a job offer?

You can complete evaluations and registrations (for example, DHA registration) before employment, but the practising licence is activated by a licensed health facility — so most nurses complete evaluation first and licensure once employed.

Is DataFlow verification required?

MOHAP's own service page states documents must be verified by an accepted third-party agency such as DataFlow, and previous reports can be transferred. The same primary-source-verification principle applies across the UAE regulators.
